Berlin, Germany. The appearance of the Berlin Charter raised questions about the Masonic stability in France. According to the document signed by the Grand Masters of Germany, Luxembourg, Belgium, Austria and Switzerland, we may note that there was intention of some Grand Lodges to intervene in the formation of a new Grand Lodge or to recognize an already existing Grand Lodge other than the Grand Lodge of France.
